QUESTIONS PRESENTED : 1. Given the Supreme Court’s general directive under its Rule 45 concerning mandates, and its Rule ; 13.3 concerning the time frame to file petition for Writ of Certiorari, should the time to file petition for Writ of Certiorari run from the date of First Circuit Court’s : “Order” denying appellant’s motions for rehearing by construing them as motions to recall the mandate? 2. Whether pro se petitioner’s series of motions for “reconsideration” at the First Circuit should have been considered, albeit as “untimely motions”, instead of . denying by construing them “as motions for recalling | ; the mandate”? 3. If the Circuit Court’s consideration of petitioner's motions “as motions for recalling the mandate, and deny them”—is appropriate, then, is it appropriate for . the circuit to have not recalled the mandate despite . . appellant’s claim for the very first time two credible additional causes of actionsunder 42 U.S.C. §§ 1985(3) & : ‘1986, and showing of such grave constitutional violations as a naturalized citizen?
