Question Presented: After the South Carolina Court of Appeals denied Petitioner Cleveland’s Motion to proceed in forma pauperis under this court’s holding under Bounds v. ‘ Smith, 430 U.S. 817, 97 S.Ct. 1491 (1977) which holds Indigent Appellant Litigants must be allowed to file direct appeals without prepayment of docket fees.
