Whether the Court's rulings regarding when age is a factor in determining culpability apply to those under the age of 25, or is the age lower, but not below 18?
Question Presented This Court has issued at least four decision finding that adolescents are less culpable than adults. Dr. Laurence Steinberg has determined that the line for this or these finding should not be stopped at age 17 since, as this Court has noted, does reach full maturity until age 25.
