QUESTION PRESENTED FOR REVIEW The Due Process Clause of the United States Constitution provides that the government may not infringe upon a person’s protectable liberty interest without first affording that person procedural due process. The issue in this case is whether a person has a protectable liberty interest in not registering as a sex offender if he has not been convicted of a sex offense. This Court has previously determined that persons convicted of sex offenses do not have a liberty interest in being free from registration requirement, but this Court has not yet decided whether persons who have not been convicted of a sex offense have a liberty interest in being free from registration requirements as a sexual offender. i
