QUESTION PRESENTED This case presents the Court with an opportunity to review the Second Circuit’s implementation of a procedural Catch-22, based on Hail v. Hall, 138 S. Ct. 1118 (2018), that has deprived the Petitioners of their fundamental right to appeal adverse judgments against them.
