Whether state court has lost its jurisdiction
QUESTIONS PRESENTED FOR REVIEW Judge James C Clark, twice, after hearings had already completed, added handwritten rulings into pre-typed orders without notice and without due process to remove more than $2.3M of Petitioner’s personal assets into AdSTM where he dictated to be controlled by Jen Kim and Bing Ran, and he later denied Petitioner’s motion seeking to freeze the $2.3M in AdSTM account and he allowed the money go disappear from AdSTM financial investment account. Petitioner in December 2019 shockingly witnessed a strategy session where Bing Ran, Jen Kim and members of Protorae law firm and others discussed continuing bribing Judge Clark and starting to bribe other higher officials by using part of that $2.3M. In June 2021, Petitioner filed a federal case against Judge Clark and the Supreme Court of Virginia etc. who were | all defended by Virginia Attorney General’s Office. After Petitioner reported the Bribery to Virginia Attorney General’s Office, that Office stopped all activities in the federal case and stopped defending those defendants. Petitioner’s request to vacate orders that were issued without due process was denied by the Supreme Court of Virginia. The questions presented are: 1. Are Judge James C Clark’s February 27, 2019 or April 24, 2019 orders valid orders? 8. Whether state court possess jurisdiction over the matter after Judge James C Clark hand wrote rulings without notice and without due process on February 27, 2019 then again on April 24 2019? 4. Are any or all of Judge James C Clark’s post February 27, 2019 or post April 20 2019 orders valid orders? 5. After Federal case 1:21-CV-752 is filed IN THE UNITED STATES DISTRICT COURT FOR THE EASTERN DISTRICT OF VIRGINIA or as the appeal case 21-2397 is pending at the 4th Circuit Court of Appeal where Alexandria Circuit Court and Judge James C Clark and the Supreme Court of Virginia and several Justices have been named as defendants, or as aforementioned investigation of bribery and corruption is likely ongoing regarding them including | | | iii | QUESTIONS PRESENTED FOR REVIEW -— Continued , possibly the Deputy Clerks, or because the 2019 judgments by Judge James C Clark were done without jurisdiction to even begin with, whether Supreme Court of Virginia or its , Deputy Clerks have the jurisdiction or authority to deny Petitioner’s request to vacate prior Orders that were issued without notice and without due process? 6. Whether Deputy Clerk can act in place of Justices to make such rulings, or make such rulings outside of the scope of Code of Virginia § 16.1-69.40? 7. Whether 28 U.S.C. § 455 Should be applied to : Deputy Clerk as well if Deputy Clerk make rulings in place of the Justices? 8. Whether Laws and standard for judges and justices should also be applied to the 2 courts? Such as 28 U.S.C. § 455? 9. Whether Virginia supreme court and its lower court violated Petitioner’s constitutional rights, equal protection right, right to due process, right to a fair trial, right to have Petitioner’s rights declared and to have proper or necessary relief provided after proper hearing in a court that has the jurisdiction? iv RELATED CASES Alice Guan (Yue Guan) v.
