The American judicial system has historically been open to the public and the U.S. Supreme Court has continually affirmed the presumption of openness. When the anonymous panel of the 7" Circuit Court of Appeals operated in secrecy it ran counter to the very principles of openness and becomes a slippery slope of judicial tyranny.
