QUESTION PRESENTED FOR REVIEW Where disclosure of jurors’ statements in their deliberations shows racial bias that may have tainted the verdict in a criminal trial, must the district court, in order to fulfill the requirement the Court imposed in Pefia-Rodriguez v.
