Whether the Seventh Circuit, in not allowing Petitioner proceed in forma pauperis on appeal, adopted an opinion from the District Court that conflict with its earliest decision in Lowe v. Letsinger, and with decisions from other courts? 2. Where due process requires notice of judgment be given to the parties timely, can such failure to inform the Plaintiff timely, be found as a non-frivolous issue that the court of appeals failed to address? 3. Whether, as in the present case, such failure to give notice of judgment timely amount to a violation of Petitioner's constitutional rights, requiring redress from the judge and/or the clerk of the court? 4, Whether a Bivens claim may be permitted to proceed against the judge, the clerk of the court, and/or any other employee of the court? : 5. Whether the PLRA apply to immigration detainees? —The Seventh Circuit and the Illinois District Courts, in evaluating and denying immigrant detainees to proceed in forma pauperis, apply PLRA rules that other district courts and appeal courts do not apply.
