No question identified. : TO THE HONORABLE CHIEF JUSTICE OF THE SUPREME COURT OF THE UNITED STATES AND TO THE HONORABLE ASSOCIATE JUSTICES OF THE COURT: Petitioner Ramon Ortiz Perez, by his undersigned counsel, seeks leave to file the accompanying petition for writ of certiorari to the United States Court of Appeals for the Ninth Circuit without prepayment of costs and to proceed in forma pauperis. Counsel was appointed in this case by the U.S. Court of Appeals for the Ninth Circuit under 18 U.S.C. 3006A (a)(2)(B), as well as in the California Court of Appeal and in the California Superior Court pursuant to California Penal Code § 1240, subdivision (a)(1). The U.S. District Court in this case granted petitioner’s motion to proceed in forma pauperis. This motion is brought pursuant to Rule 39 (1) of the Rules of the Supreme Court of the United States.
