QUESTION PRESENTED Rhode Island law requires most issue advocacy groups that mention a candidate or referendum in a communication before an election to register with the State and disclose most donors of at least $1,000. The law also requires that such communications include a disclaimer of the sponsoring group as well as an onadvertisement disclaimer of the group’s top five donors of at least $1,000 during the preceding year.
