Failure to apply U.S. laws and protect crime victims' rights

QUESTIONS PRESENTED The lower courts have failed to apply the Laws of the United States. The USA holds a 90 percent failure rates in the State Courts regarding the Protection of Crime Victims after they report a violent crime, and the offender is often free to continue the abuse of his victims for life. Vogas 480 F 3.d 822 (7th Cir 2007) the Seventh Circuit decided that an individual may sue for damages under section 1983 when he or she is not informed of his right to consular notification.
