Failure to apply U.S. laws and protect crime victims' rights
QUESTIONS PRESENTED The lower courts have failed to apply the Laws of the United States. The USA holds a 90 percent failure rates in the State Courts regarding the Protection of Crime Victims after they report a violent crime, and the offender is often free to continue the abuse of his victims for life. In° Jogi v. Vogas 480 F 3.d 822 (7th Cir 2007) the Seventh Circuit decided that an individual may sue for damages under section 1983 when he or she is not informed of his right to consular notification. The Seventh Circuit began its analysis by concluding that the phrase “and laws” in section 183 should be read to include treaties (The Yale Journal of International Law Vol, 37:1). “Every person who, under color of any statue, ordinance, regulation, custom, or usage, of State or Territory or the District of Columbia, . subjects or causes to be subjected , any citizen of the United States or other person within the jurisdiction thereof to the deprivation of any rights, privileges or immunities secured by the Constitution and laws, shall be liable to the party injured in an action at law, suite in equity, or other proper proceeding for redress.” Why is this court allowing Human Rights to be decimated under the 14% Amendment to the Constitution regarding due process and equal protection?
