QUESTIONS PRESENTED 1) Whether the Court of Appeals for Third Circuit incorrectly determined that the concurrent sentence doctrine can be used on a petitioner with solely consecutive sentences. 2) Whether the Court of Appeals for the Third Circuit incorrectly determined that the concurrent sentence doctrine is not a violation of a petitioner's constitutional rights under the Due Process and Eaual Protection Clauses afforded by the 5th and 14th Amendments.
