QUESTIONS PRESENTED FOR REVIEW Was Petitioner’s letter to the U.S. District Court Clerk, while he was a State of Tennessee prisoner, asking to be transferred to federal custody to answer charges addressed in a federal detainer, sufficient to invoke the Interstate Agreement on Detainers and its deadlines where Petitioner, through no fault of his own, was not informed of his rights under the Interstate Agreement by his prison officials as was their duty under the Interstate Agreement and where there is no dispute that the United States received actual notice of the letter. ii PARTIES The parties to this action are set forth in the caption of the case.
