Whether a legal executed POA, Pro Se which is recognized by the judicial system can be used in a C Court of law to assist or represent indigent and incapacitated persons if the POA is not a licensed attorney. How can a petitioner receive fair representation in the court of law if petitioner is incapacitated and cannot walk or talk.
