Pursuant to Rule 30.2,An application to extend the time to file a petition for a writ of certiorari must be filed atleast 10 days before the specified final filing date as computed under these Rules. 8. As an incarcerated party who is proceeding pro se they get limited time in the law library. Wand needs adequate time to research applicable cases from other Circuits and prepare a meaniful petition. Pursuant to Rule 13.5,the date on which the United States Court of Appeals decided my case was June 16,2023. A timely petition for rehearing was denied by the United States Court of Appeals on the following date July 20,2023. An application for an extension of time to file a Petition for Writ of Certiorari was placed in the institution's internal mail system on October 2, to the mailbox rule the application was filed on that date. The Writ of Certiorari was due on October 18, 2023.
