Whether a pro se, indigent, incarcerated litigant is entitled to an extension of time to file a petition for certiorari when seeking appointed counsel and experiencing institutional transfer

the questions for review, as I am an incarcerated, indigent, pro se litigant and I am waiting for their decision, 2. Ihave recently been transferred to a different institution and do not have access to any of the previous submissions needed for reference and I have been attempting to contact the clerk of the Ninth Circuit in an effort to obtain copy's of those documents.
