Mr. Dorsey asks this Court to stay his execution to preserve the Court’s jurisdiction to review his petition for certiorari to the Supreme Court of Missouri, which is simultaneously filed with this Application. Pursuant to Supreme Court Rules 23.1 and 23.2 and under the authority of 28 U.S.C. § 2101(f), the stay may lawfully be granted. In support of this application, petitioner states the following grounds.
