QUESTIONS PRESENTED FOR REVIEW The questions presented for review by this Court in the above captioned matter are as follows: I. Did the District Court and United States Court of Appeals for the Fourth Circuit err in finding that Respondent Governor Ralph Northam’s COVID-19 emergency orders requiring masking by the Petitioner were not unconstitutional under the Fourth Amendment to the United States Constitution at a point nearly a year after their issuance? II. Did the District Court and United States Court of Appeals for the Fourth Circuit err in finding that the actions of the City of Virginia Beach employee, Respondent Keith C. Bernstein, in enforcing Governor Northam’s COVID-19 emergency orders did not violate Petitioner’s rights under the Fourth Amendment to the United States Constitution?
