In New York State Rifle & Pistol Ass’n v. Bruen , 597 U.S. 1 (2022) , this Court adopted a two -step approach for analyzing whether regulation of the possession of firearms violated the Second Amendment. The first step of that analysis involves whether the conduct at issue is protected the Second Amendment. In this case, and many others, the Fourth Circuit Court of Appeals and others have concluded that the first step of Bruen is satisfied only if the challenge r is a “law -abiding” citizen.
