Petitioner contends that the courts ’ rulings violated 28 U.S. Code § 2242, which states in part: ‘Application for a writ of habeas corpus shall be in writing signed and verified by the person for whose relief it is intended or by someone acting in his behalf. Mr. Johnson then applied for habeas relief individually, and his petition was denied with the court falsely stating that the case was already closed, when it had not.
