APPLICATION FOR CERTIFICATE OF APPEALABILITY (28 U.S.C. §2253).
REGARDING ISSUES:

(I) Ineffective Assistance of Counsel in that the Public Defender
lied to the local Magistrate stating that Petitioner's
extradition was done within the 90 day deadline. However, such
was not the case.

(II) Petitioner was forced to enter a plea of guilty and then
sentenced to charges that Petitioner did not plead guilty too.

(III) Petitioner's bail was wrongfully denied.

(IV) An expired and therefore unlawful extradition warrant was issued.
