Charleston County, one county away from appellants’ lives has such computers.” but “ for three holidays the school closure, kids using of the computers . Charleston County library has a waiting or reserve for use of those computers, Berkeley County does not have up to date Computers, appellant would have to commute to Charleston County where their 's waiting or reserve if the computer is being used.
