Whether or how police officers’ own creation of, or contribution to, a dangerous situation prior to the use of deadly force factors into the Fourth Amendment’s “totality of the circumstances” reasonableness analy-sis articulated by this Court in Graham v. Connor , 490 U.S. 386 (1989). 2. Whether for qualified immunity purposes in Fourth Amendment excessive force cases involving multiple officers firing shots in rapid succession, courts must assess the reasonableness of each officer’s use of deadly force individually, including by considering whether some shots were fired after the suspect no longer posed an immediate threat.
